claw of destruction or in this weapon there was no chance to throw in fear during pvp because from what I remember this weapon had such functions

chance is very low. but it is possible in long dinstance

I think it is cosmically small because I tested it on the coliseum and for almost 1h hit fear came in once on any server I did not meet with a funny opportunity like here, which means that it is not profitable to use and overpay for this weapon

and one more question is that with other epic weapons it's just like they have the same shit chance ??
