Since server is open to non - russian ppl, i think is good names will be written in English and if i am not mistaken, that is a rule also:

4. Characters and Accounts:

4.4 Write the names according to English grammar. First letter uppercase, rest lowercase.

Ingame almost half ppl of the server , use russian characters names, if for example a non Russian players wants to pm someone with Russian name must have Russian keyboard?

That also applies to some clan names, how i will send war to a clan with russian letters?

Also some of the announcements ingame are in russian language, and i think an announcement is announced to all players. I think it would be good if it was in English too, so all players understand it.

Where have you seen the information that it is international server? Yes, foreign players can play here. But nobody invited them specially. So if you wish to play here you must install support of russian language in your OS and to use the keypad with a Cyrillic font or the on-screen keypad.
