When the double rate will be implemented?

Its not about enchanting the skill cuz this skill does not have PLUS SUCCES router, the skill should work proper to the level mob, that smean if your 78lv and mob is 78 lv the chance of skill is highest, if your 73lv and mob is 78lv the chance is lower. I want someone gm to check it in game and then to say how it work cuz I dont lie.

How is working properly when the land rate is 1/14 , 1/10 ???

Just want to notice that Banish Seraph is not working, today i went to TOI Floor 6 to try some "Angel" type mobs on lethal and I just get confused, the succes of skill was like 1/14 , 1/10. If your not going to fix it up, to increase the succes land rate, I want to ask you how we will be supposed to level up those tanks on 70+ level? Cuz now Im 68lv and I cant lethal normal mobs on my level, what will be for 78lv?? Thanks for your fast answer and fix. Regards, monsterbg.

Isn't it was today planed to be launched Freya version? What happened and when that will be done?
